In the US, poverty leads to welfare. This leads to people having more children than they should because of social safety nets. There's more to it than that, but this is the gist of it. Poor children of single parents seem to end up less prepared for real jobs, probably due to less of a push for proper school performance. Ironically, I feel the level of welfare provided is at odds with any solution; it's enough to not discourage having kids, but not enough to fully avoid a hard upbringing. Thus, families in poverty get stuck in a cycle of "too many kids">"crappy childhood with little focus on school">"few job opportunities">"offspring on welfare have too many kids". This entire paragraph isn't exclusively about blacks, mind. All families at the bottom of the class barrel can and do get stuck in this loop. Blacks do, however, have an additional disadvantage of a culture that promotes physical violence and disconnect from society more than other in-race cultures.
The other main factor is the percentage of blacks in poverty to begin with. If there is one single thing that I think is true from all this SJW shit, it's that black families were pushed into poverty a long time ago. The solution certainly isn't reparations. But it's important to remember that current black families tend to be poor because their ancestors were poor due to various (usually discrimination-related) misfortunes. This is relevant because it means more black families fell into the welfare trap mentioned above.

African Americans perhaps had their culture screwed by slavery, but then they adapted for decades into white society- they have no reason to not be successful- I think many Africans look to them and sigh at how they have wasted themselves. And yes, many actual Africans are lazy compared to Whites and Asians, but they still do work hard to hunt and do chores in their tribes.
Several Africans have now become very successful through legitimate trading and working their way up- unlike in America where the only rich blacks are ones who rap about crime.
