If your great grandfather was Jewish, I guess you could consider yourself part ethnically Jewish. Really up to you, how you feel about it as a person. I would recommend reading a little bit, so you know more about the religion and heritage of your ancestor that is an undeniable part of you. Anyway, if you're mother isn't Jewish then the orthodox Jews won't consider you Jewish until you convert. (Israel is based on orthodox Judaism, but if you're ethnically Jewish you can get a citizenship. They usually don't cause trouble getting a citizenship if anyone of your parents or grandparents is Jewish and you can prove it. Great grandparent is a little far, but if you can prove it you might be able to get an Israeli citizenship)
