UAE relies a lot on Tourism, unlike Saudi Arabia. Have you ever been to Dubai? It's seriously hard to find a single arab there. iirc only 10% of UAE's population are emiratis.
Most saudis just invest outside. But there's also NEOM which they are planning/building, I am not sure if they started or not. Idk about neom though, it still doesn't quite exist.

Current generation, which is very secular compared to the older generations, don't like Saudi Arabia so they just take the money they made in Saudi Arabia and usually start some sort of business outside of the kingdom, usually in the US. But current crown prince is trying to change it to stop this "brain drain" of saudi economy.
