A self-contained neighborhood, with shops and public spaces and central utilities would seem to make sense for a place like Siberia where the environment itself is an obstacle.
But to try and put as many people into the smallest place, possible, is a nightmare to me otherwise.
Maybe its just beyond my understanding.

i have lived in one in tallinn. they are very comfy with high ceilings etc. only thing i didn't like was that the kitchen was too small
