A lot of Russians whom I spoke to (and whom I consider to be down-to-earth and knowledgeable) don't seem to be of the opinion that the elections are actualled tampered with in such a direct manner, despite that being such a common narrative in the West. Rather, it's more indirect tampering by eliminating any credible opposition and by installing useful idiots for the rest of the opposition, combined with the mentality of a large amount of Russians who, despite not even liking Putin, will still vote for him because of reasons such as a fear of the West.
So, if what they say is anything to go by, then it's entirely possible that the turnout was actually legit.
