It'se bacause of intelligence and culture.
You need a certain level of intellect to run modern countries, but you also need a culture of self agency and caring for your fellow citizens. If the population isn't smart enough, they can't handle the complex systems and problems that are commonplace in the modern world. If they lack the concept of self agency, they don't believe that their actions matter on some levels, such as incase of certain belief systems where your success is attributed to a deity and not on your own proficiency or if they believe they are oppressed and they are going to fail because of that anyways. These people often neglect their education and don't take responsibility for their own actions and generally behave more arbitrarily. If people are uncaring about the people around them they might exploit eachother more readily instead of supporting eachother. This leads to competition where people sabotage eachother instead of just doing better themselves.
