Because most were created to house political prisioners, the "asocials", and "work shy", the german criminals... This was pre war.
Then during the war camps were created to house forced labour from occupied countries and the inmates in the above camps. This was absolutely vital for germn war effort, and more then 10 million people were used in schemes such as this.
Death cams were camps built with the sole purpose to kill the jews, and then you have auschwitz, wich was a mixture, because it was both a forced labour camp and a extermination camp

Camps were purpose built. Most were chosen in remote places, near a railroad track, near a river and near large concentrations of jews.
