There was no government in Poland during nazi occupation, except German government. Poland became a part of Third Reich (General Government) and was ruled by a German nazi Hans Frank. The only government was the Polish government in exile residing in the UK, and this government alerted the world about the Holocaust and organized the only organisation in Europe helping Jews "Żegota" that has its tree in Yad Vashem.

Thanks to this agenda, the word "nazi" stopped being associated with Germans nowadays. Nazis were _only_ German (German National Socialists), but thanks to avoiding using word "German" with the word "nazi", the word "nazi" became flexible and it can be used against anyone now. Kielce pogrom was made by soviet soldiers and soviet police, not Poles. Soviet policemen were shooting to Jews, even official version of happenings confirms it.
Please note that the archives of the Interior Ministry branch in Kielce were burned in 1988 by the Communists who knew their days were counted. The Soviet version of the pogrom lingers on though.
The Kielce pogrom (4th July 1946) was engineered by the Soviet communists for the following reasons:
- They wanted to distract international attention from:
the falsified referendum results (30 June 1946)
the Katyn massacre case at the Nuremberg Trial (first hearings were held on 1-3 July 1946)
- They wanted to justify to the world continued Soviet troops presence in Poland
- They wanted to discredit the Polish govenment in exile and the Polish Home Army that they accused of the pogrom.
July 4th 1946 was also a perfect day because of the American holiday (people were at home to listen to the news). There were many American journalists in Poland at that time to report on the referendum so they reported the case immediately thus abandoning the referendum topic.
The victims were in most cases shot by the communist militia and soldiers. Only practising Jews were killed although Communist Jews lived in the same building. The boy that accused Jews of keeping him in the basement was a son of a secret police agent. His testimony is available on youtube (not translated though). Insert this on youtube:

At first, many Polish Jews were relieved to learn that the Soviets, rather than the Nazis, were to occupy their town, and unlike gentile Poles, publicly welcomed the Red Army as their protectors.[8][21] Some people from other ethnic groups in Kresy, particularly Belarusians, also openly welcomed the Soviets.[21] In what Jan Gross has termed "the institutionalization of resentment", the occupiers used privileges and punishments to accommodate and encourage ethnic and religious differences in the local population.[22] Some Jews ("opaskowcy") formed militias and helped the NKVD compile lists of Poles to be sent to Siberia.[23] Armed with guns, they also played a large part in arrests and deportations of ethnic Poles organized by the NKVD.[24][25] At least one witness testimony says that during round-ups, armed Jewish militiamen were seen to be guarding those being prepared for deportation to Siberia.
