Holy shit, Mary almost seems like she's about to start crying in those last few panels. Willis' character development has gone all the way through terrible right back to genuinely emotionally heartbreaking, and I wasn't prepared for this.
I thought Mary would glower and stomp off, saying something like "This isn't the end!" or some other supervillain bullshit like that, but this? The alcoholic RA physically attacked Mary for no reason. The RA's rich girlfriend has now done the same in front of multiple witnesses and of the people on the floor all do nothing to help her but instead find time to continue to insult her after being the victim of unprovoked assault for doing nothing illegal. In fact, inavertantly, Mary's actions HELPED as Ruth is now in treatment for her alcoholism which is unequivocally a good thing because of how destructive alcoholism is.

Blackmail is a crime. The financial interest is in Ruth's free housing/tuition discounts. Mary's actions in creating a hostile living environment almost certainly open the school up to a lawsuit under local landlord/tenant statutes. Maybe not a successful one, but there'd be grounds for a trial, at least. Combine that with the bad publicity from "TRANS STUDENT BULLIED BY ROOMMATE, ADMINS BLACKMAILED TO LET IT HAPPEN" headlines, and yeah, Mary would be out on her ass so fast, she'd bounce.
Ryan also has supporters/goons who assist him in fights, Mary has no power in any situation except for the blackmail, which is resolved in less then one in universe day. A villain that has no power and extremely limited goals often runs the risk of making them sympathetic as it just appears that the heroes are just mercilessly curb stomping them over minor issues that could be easily resolved with a simple conversation

That's what I mean. It's like the idea that it's impossible to make an anti-war movie, since it can still be seen by somebody as glorifying aspects of war.
It kind of reminds me of one of RLM/Plinkett's criticisms of "Indiana Jones and the Kingdom of the Crystal Skull". The previous films in the trilogy made sure to illustrate how their antagonists were outright villainous, but KCS accidentally made their antagonist a war heroine. It's kind of what's happening here with Mary compared to other antagonists in DoA stories.
Where a character like Ryan or Toedad is clearly in the wrong, regardless of motivations, Mary's actions can be argued as having had a positive effect on others.

Like I get that Mary holds views that they find disgusting, but they don't just get to bet up on her because of that. That's why I said "financial interest". Just about any blackmail statute in the US you can look up is going to include 'pecuniary benefit', which means things like housing, tuition, and other things that have a quantifiable monetary value. "Do this or you'll lose your housing/schooling" is most definitely blackmail.

"Do this or I'll report you, making you lose your job" certainly implies you grasp what happens after. As to not getting benefits - she received the latitude to commit harassment. It'll go back to housing codes again, but coercing a landlord/agent (Ruth) into allowing discrimination/harassment against a tenant is explicitly illegal.
Forced arbitration only applies to civil torts. Blackmail charges are criminal, and violations of landlord/tenant law are generally going to be either criminal or administrative violations handled by a housing board. And even if arbitration covered the entire issue, it's still awful publicity.
