Islam dictates that the law of the land must be the Shariah of Allah. Government outside of Shariah (man-made laws like the US Constitution) are tyranny as a matter of definition. All Muslims are obligated to either attack tyranny (terrorism), or to actively (funding) or passively (withhold criticism) support such attacks. The problem is that, while the substance of Shariah is determined by the agreement of accredited scholars (and those scholars mostly agree on almost everything anyway), Sunni Shariah is incompatibly different with Shi'ism. So as in Iraq (after W and Bremer let them enshrine Shariah in the new Constitition as the law of the land, thinking it would make them happy), you always have to have a huge fight over what Shariah will be, because it is the version of Shariah used and not a personality-cult dictator or party ideology that is the actual determining factor governing the governing of the country.
