To save money on road repairs, some of the local municipalities around here ground up their asphalt roads to make them into gravel. A lot of them look like this now. The roads aren't too hard to navigate with the average little car, but you definitely have to take it slowly. Trucks can just blow through most of that shit, though.

It's better to keep infrastructure simple and easily repaired. There are countless examples of towns in the United States who made the mistake of overbuilding in the past, and now they have giant highways and other costly former assets that will never get fixed as the US economy contracts and the whole population progressively gets poorer in time.
