In the original episode the engine in the picture refuses to come out of the tunnel so his nice new paint does not get dirty. So the fat controller, the boss of the railway gives him his wish by having the rails to the tunnel removed and that wall built so he now CAN'T leave the tunnel if he wanted to. This obviously teaches him his lesson and at the end he gets back to work on the railway.
This being walled in is similar to a Poe story, The Cask of Amontiallado where that happens to one of the characters who says the OP quote at the end.
Because of that similarity the two things are combined.
So far season 20 has been pretty good, looking forward to see Ryan and daisy and pouty James
