He's toying with his food.
He could kill and consume Bev anytime he wanted after grabbing her, but he realises his effect is slowly wearing off her, the fear makes them taste better, so he decides to out on a show to freak Bev the fuck out. Or maybe he does the show to every kid he brings down there before eating them.

Once she tries to escape he decides to stop playing around and put her in stasis so he can hunt the rest of the kids down that he knows are coming for her.

It can be funny or creepy (or both).

There's a difference....

I kinda thought that they were trying to emphasize just how IT wasn't human, but rather something pretending to appear human. Note the odd voice, eyes that don't really function properly and go lazy at will, dancing frantically and yet it can keep its head perfectly still. Kinda like the balloons in the book that blow against the wind, IT doesn't necessarily adhere to human anatomy or the laws of physics. It either breaks them intentionally in order to unsettle, or perhaps it screws things up because it is merely imitating limitations that don't actually apply to it.
