Barristan Selmy, Sandor Clegane, and the third is a toss up. Gregor Clegane would be a likely pick but I think Jaime counts him as stupid so I'm not sure if he would be number 3.

Jaime probably wasn't aware of Oberyn's skills, and it sure as fuck wasn't Ned. Oberyn fucked up the mountain by being pretty much the perfect counter + his skill. Jaime isn't a DEXfag and would have to fight the Mountain with a sword, probably with him in full plate. Even if he could beat him he'd probably be pretty scared.

oberyn was able to fight the mountain because the spear he was using gave him reach advantage and he was able to keep safe distance. Jaimie is best skilled with sword. How would jaimie fight the mountain? He wouldn't even be able to block mountain's hit, his sword would cut throught jaimie's sword and armour like it's nothing

Oberyn was a very very famous fighter and one of the highest ranking nobles in Dorne, I'd be very surprised by this.

I'm fairly certain he's referring to Selmy, Dayne, and probably Sandor. If I remember right, he says he'd need to see Oberon fight before making a judgement on whether he could take him.

Was that mentioned in the same book that Jaime thinks about who can beat him? Speaking in a meta sense, George may not have even conceived of Oberyn as a character enough to include him in Jaime's list
