There were some threads about the animation errors in PPG before even the shitposters found the show too boring to harp on. Western shows tend to stress consistency (whether or not the overall look of the show is good) and can often take as much time as they want to achieve it, so the best QUALITY stuff is from decades ago.

The large majority of american animation has been animated by either japs or gooks since like the 80s, user. But it's still considered a western production since everyone on the western side of production has to ok everything in the animation as it's passed along to airing on tv.

QUALITY as a concept is generally restricted to anime because of one simple factor: time.
Anime are, generally speaking, animated week-to-week. It's literally a rush job. South Park does it well because, well, it's basically a fucking puppet show. There's generally not a whole lot of intricate animation work.
Western cartoons are, generally speaking, animated much like a live action tv show is filmed: you do the entire season, then you air it. Seasons can and have been delayed because things were simply Not Done Yet.

Most of it is editing errors made while putting the episode together (like things being on the wrong layer) and rarely just bad drawing like typical QUALTY. Just look in the archives.
