There are so many ways you can take this scene. Personally, I think Bruce is still reeling from his previous ordeal and needed something to hit. That or he needed that tooth removed from Dick's mouth ASAP and didn't feel like waiting around.

The idea that that this is what a "modern" Batman sidekick should be like. She's written in a way that we are supposed to find her likable (or at least I got that feeling). Also her character pushes the idea that "Robin" is outdated which is why they gave her the stupid code name Bluebird. She isn't overly awful, she just doesn't stick out and doesn't contribute.

The problems that I have with Harper are similar to the problems I have with Duke only to a lesser extent. Tying his history to Year Zero does a lot towards legitimizing the character.
