To be more precise, "anime" is what all cartoons (even American ones like The Simpsons) are called in Japan as a general term. On the other hand, they do use the word "cartoon" the same way we use the word "anime".
But it all comes down to "anime" pretty much just being the Japanese word for animation.

If it was originally written in the US and produced by DIC, it's a cartoon; doesn't matter if it was animated in Japan or based on a Japanese property. If it had been first written in Japanese it'd be an anime.
Where it was animated isn't the sole factor determining anime or not, or all American cartoons today would actually be South Korean.
