filler is an episode that has zero plot relevance and can be taken out of the season without a huge impact. the closest episode we got to filler was the monster episode, but that episode both introduced us to HR fully and developed the killer frost plotline.

yeah pretty much. everyone said that vandal and the hawks were the weakest part of the show, and dragged everything else down with it, and they were right.
it helps that while we have season villains in Legion of Doom, they aren't constantly dominating the plot. last season never really took a solid break from vandal and it made the show weaker for it. putting LoD more in the background, but still having them pose a credible threat, makes it easier for the writers to do other shit. The Japan episode, the Civil War episode, the Western episode - all three had no involvement from the LoD and were still pretty solid.
