It's not unlikely that that will happen, maybe not officially but it is more or less already int the works. The government controls the coastal areas and some of central Syria, while Northern Aleppo and probably some of Raqqa and the surrounding Area will come under FSA control (who are controlled and protected by Turkey). Neither side has the resources or the will to fully conquer the Kurdish territories now, and most liekly some of Rojava will remain in North-Eastern Syria So in essence Syria is split in 5 parts right now, 3 of which are likely going to stay (with ISIS and Nusra going)

First and easiest step is to reach Fua and Kafraya from Aleppo.
I think a two-pronged assault, one from Aleppo and one from Latakia, would be best. Try to recreate the Idlib salient, but this time it will actually connect to Aleppo and will be difficult to counter.
Another idea is to try and cut off the border, but that requires Afrin's cooperation and the border area is mountainous as hell, it'll be a suicide mission.
So first Fua and Kafraya, then the Jisr al Shughour-Ariha-Saraqeb road, imo.

I think it's wise to avoid urban combat for as long as possible. This path already needs Taftanaz, Saraqeb and Ariha. But of course eventually they will secure Jisr.
Another possible path is to avoid the mountains and go south from Saraqeb to Maarat al Nuuman and Khan Sheikhoun. This would devastate Idlib while destroying north Hama at the same time. It's a longer path, but less risky cause flat terrain and less populated area. Abu Dhahour airbase would fall too.
