Terrigen kills mutants, right? Its 100% lethal to mutants exposed to it from what I can gather. The stuff is ultimately going to spread over the entire planet so there is no room for debate here, its either stop the Terrigen or face extinction.
On the Inhuman side of the equation, all the Terrigen does is expand their ranks. They've gone for thousands of years without needing to pull in new Inhumans from the masses before so they're a stable population, its not like *not* spreading the cloud is an extinction-level event for them. On top of that, you're forcing the Terrigen alteration on humans who might want nothing to do with your cause.
The Inhumans are entirely in the wrong here. Hate to Godwin up the thread but expanding your culture via the complete genocide of another culture is not morally acceptable.

Terrigen activates dormant Inhuman genetic tweaking in humans, its not the x-gene or "in-gene" itself, its a trigger for the gene.
The point being, unless I've missed something, the only reason the Inhumans are spreading the Terrigen cloud across the planet is they found that alot of regular humans have the dormant gene and are wanting to expand their ranks. They don't *need* to expand their ranks, the Inhuman city has had a stable population for thousands of years, its large enough to be a viable breeding pool. They aren't forced with a spread-the-cloud-or-die choice, they are doing it for no other reason than its convenient for them and that makes them utter assholes when the convenience is coming at the cost of mutant lives.

They WERE trying to promote them.
All the recent stuff seems to imply that they lose IvX and are kicked off Earth, however, so it's likely that Marvel has realized that Perlmutter's plans are retarded and are not backtracking hard.
You can see this in the Cyclops = Hitler situation. I guarantee they had something far worse planned for him, and this comes through in the way characters talk about him after his death. But in the end they bit the bullet and made him right, because it had become abundantly clear that fans are not biting on thia whole Inhumans kick. The result is a weird disparity between how people have been referring to Cyclops and what he actually did, but whatever, Marvel doesn't care, they assume everyone will just forget eventually and it'll just be one of those dumb continuity hiccups that gets left in the past.
