Probably because famine was happening elsewhere in the CCCP at the same time and only Ukrainians make the absurd claim that it was engineered. Mismanagement of resources, no matter how incredibly wasteful it gets, is not ethnic genocide. Ukrainians are also ethnically identical to Russians.

The Soviet regime tried to stop it when they realized the extent of the problem. Note how there was never another big famine in the USSR once they got rid of the kulaks and gave their land to loyal citizens.

Which is it?

Famine happened across vast territories which are now make up Ukraine, Russia and Kazakhstan. Many Russians and other nationalities died in it either. Genocide is an intentional extermination of a single ethnicity or other group, see the official UN definition. In this case the food was taken from villages of many ethnicities and redirected to the cities for their rapid industrialization, which combined with poor harvest and some natural disasters caused the famine. It was a bad thing for sure, but it wasn't a genocide by definition, much less it was "Ukrainian" genocide which is why it's not internationally recognized despite khokhols trying to make it their own shoah and justify the existence of Ukraine like Israel.
By the way, Stalin was Georgian and Khrushev that managed Ukraine at that time was Ukrainian.
