In my opinion, Deathstroke (9.0), Batman (8.5) (which i enjoy) and suicide squad (8.3) are rated lower than they should be while Wonder Woman (7.8, since it just started to pick up) and Harley (7) are higher than they should be.

taking comic book 'review' scores into account people who judge the issues on silly things like dialogue, whether the story picked up momentum in a multi-part arc (really comic book critics should judge a book by arcs and not by issue - comics often deal with the whole of things), off-brand characterization (although staticity in comics is supposed to be bad i'm pretty sure - characters should change and grow overtime), etc.
I read TCJ for comics criticism because they actually get into discussions about art, art theory, thematic depth in comics, etc.
people who review cape comics have no idea how to properly critique comics. its just 'muh bad dialogue' or 'bad because it doesn't have proper anatomy' even though art doesn't strictly depend on realism, especially in a fucking superhero genre

Green Lanterns should be much higher, Harley Quinn much lower, though I agree with Justice League being dead last, that shit is terrible. Detective Comics is top 10 but I don't think it deserves to be number one on the list. I'd probably pick Superman as my favorite book of the list. Aquaman should be up there with the 8s too.
