Not true at all. Immigration acts referred to "white men of good character" and the Irish were included. They were allowed to immigrate to the US. Just because the Irish and some other groups faced some discrimination doesn't mean they weren't considered white, and even if that alleged "blurry line" or "ambiguity" in regards to Italians and Irish being white was an actual thing - it does not mean that every other group would eventually be considered white. On what basis could someone claim that the term would expand to cover more groups just because it had in the past? Mind you this is a complete hypothetical because the Irish WERE considered white.
