I studied in Tokyo for a month this summer, and for a so-called "global city" it floored me how literally NOBODY speaks English there. Even in the more foreigner-friendly parts of the city like Shinjuku and Shibuya.
They don't want immigrants because they want to remain an ethnically Japanese country. Again, I don't have any problems with that, but it doesn't benefit their future at all.
