DESU I kind of got the impression that by that point Coop had kind of checked out completely on the idea of due process. The Fireman basically made him an interdimensional agent, he could have just been trying to get to his destination as quickly as possible and with as few hiccups as possible.

25 years ago he would have busted them, but it just wasn't important anymore, not in the grand scheme of his mission.

Frankly I thought he seemed a little spacey and weird when he came back from being Dougie, those 25 years without a material body changed him.

I don't understand most of part 18, but a think I especially don't understand is: why is Coop suddenly a jerk in Judy's Diner? He seems much more abrupt and casually waves his gun around.
1) Is this Richard? Who even is Richard?
2) Is this some sort of BOB/Doppleganger influence?
3) Is it JUDY's influence, what with the diner name?
4) Is he just maladjusted after 25 years without human interaction and a week of being a brain-damaged wreck?
or 5) Is it just bad writing?

There aren't answers to anything but 5, which could just be your opinion. In my interpretation:
1. This is a dream Judy has placed Laura in. As Laura has taken on the role/persona of "Carrie", Dale has done the same with "Richard". "Richard" isn't anyone, just someone's shoes to slip into.
2. BOB is dead and the Doppelganger is toast, so no.
3. Definitely Judy, the diner name and the house owners names are the big clues to this.
4. Probably not, there wasn't any evidence of this after he woke up, he was pretty on his toes with everything.

She's a tulpa. She says "I'm not me" just like Tulpa-Diane does.

That's all I can say for sure.

He's probably referring to how none of the events up to and including Naido turning into Diane were real.
They weren't real because:
A) The arm explicitly tells Cooper in no uncertain terms that he can't go out until his doppelganger comes back in, and Cooper's doppelganger didn't come back in yet at the time when Cooper appears to leave.
B) Cooper doesn't have his FBI pin on his jacket during all the events from the time he apparently leaves up to and including when all the ridiculous shit goes down at the sheriff's station, but does have his FBI pin back on afterwards when he's back in the Lodge.
C) The sheriff station shit has Cooper's giant face appearing over the screen which then says "We live inside a dream" before everything goes black and he, Gordon, and Diane go over to his old hotel room which is now inexplicably in the basement and he walks in ending up back in the Lodge.
D) He finally exits the Lodge in the same exact location he originally tried to exit it when he found the curtains wouldn't open earlier in the season before he fake leaves.
So those events were not real, which makes sense because they were completely ridiculous, and instead were probably more like an illusory bardo experience Cooper had to mentally work through in order to pass his fire walk and become a fully integrated Lodge magician. His giant face showing up at the end is him discerning the illusory nature of his initiation ordeal, which is ultimately what allows him to move forward and leave the Lodge for real.

He was always a spiritual thing rather than a physical thing. He had a separate physical body with reverse fingerprints in the ridiculous dream series of events, but in the real world Cooper just needed to complete his spiritual ordeal and that let him integrate with his shadow self so he could move on to his business with Laura.

One of Cooper's magical powers is to befriend all people and groups. This is why he's the only White Lodge / Black Lodge magician.
