Ive noticed it even when comparing 90s and 50s-60s cartoons. Watch an old looney tunes cartoon and then watch an episode of PPG or ed edd and eddy, or dexters lab. With looney tunes the backgrounds are so detailed. In the 90s cartoons the backgrounds were pretty much just outlines all with the same color.
