The Norwegian state funds education, but like anything paid for by the state, only a small amount is provided. The number of places to study medicine in Norway, for example, is extremely low.
When people are allocated places on medicine education, they start with the number of places funded by the government, then they increase the grade requirement until only those places are filled.
Meanwhile, in the US you can actually study medicine with less than top-top-top grades, if you pay for it yourself, instead of the whole population paying for it.
Also, the number of places to study e.g. sociology is limited by what people themselves will pay for, not what the state chooses to pay for.
