To be honest, I don't really know. I personally have no issue with violence in movies. I love a good violent movie. Haneke wrote an essay on it to accompany the film, so if you really want to know what he was trying to say I'd just go read that. I think it has something to do with commercial media being a mirror for the desires of the general populace, which would kind of imply a scary bloodlust in the average human being given that such a huge percentage of our media is so violent.

cowboy movies and stories were violent and often glorified murderous criminals (billy the kid, jesse james) but they had some adventurous aspect to it, but if you go back a couple thousand years the ancient myths were more brutal and graphically violent than anything nowadays, so I don't know if I would say we degenerated(neither that that culture degenerated since they were myths and not entertainment actively constructed stories and they didn't have 1% of the brutality of war that we've seen) but defenitely there's a underlying bloodlust in mankind
