How a movie made 35 years after the original can look worse, I don't know. All I remember was fog. Fog to cover up how cheap they were with the effects. I rewatched the original Blade Runner and I'm still awed by shots of the cityscape. In this film I got none of that.

In the original Blade Runner the earth was so overpopulated that everyone was practically on top of each other. In the streets, in the clubs, everywhere. In 2049 the only scenes where there are more than 3 people are the police station and that outdoor restaurant.

That's the entire point, the new one is showing the bleak empty sterile future after the blackout where nature is practically non existant that is in contrast with the dense, dirty, alive and cluttered setting of the original. The original was mostly filmed at night, this was mostly filmed in a day.
It would make no sense for this film to look extremely colorful and dense, it would make no sense to fill the streets with thousands of extras, it would make no sense to make it seem "alive" when everything in it is basically dead.

You're reading too much into this. The only point of the blackout was to give a reason why they had no thorough records on Rachel.

As the guy said his "mom is still upset she lost the baby pictures". That's the extent of the blackout.

The entire runtime everything shown is screaming at you how dead the setting is. I mean in the opening sequence you are immediately shown a gigantic solar panel field that is not working, like a technological desert. K has never seen a flower in his life so he's struck by it, same with the bees. Wood is an extremely rare and expensive material.
This is not "reading too much into it", the film is pretty fucking straightforward and clear about it.

It might be dead, but that has nothing to do with the blackout.
And the original Blade Runner LA was dead too. Everyone was trying to go offworld. Everyone is still trying to go offworld. Human populations tend to increase, living space gets smaller. Especially in a big city. Oh, but not this time, lol

What's the point in paying so much for Dolby atmos when half the movie is silent? Me and my gf would be woken by incredibly loud BRRRRRM music, then be lulled back to beddie byes with the lack of anything interesting happening. I came expecting a dark movie about hunting your own kind, instead I got 2 minutes of that (best scene in the movie, be honest) followed by generic God complex Jared Leto future villain, le sinister replicunt, and Ryan gosling finding out oh so slowly that he might be Deckers's son (SPOILER, HES NOT, IT'S SOMEONE FORGETTABLE)
I Literally fell asleep at the scene where Deckers actually daughter is first introduced
