More than likely they have come back around to polling the blacks in their sample pool. The only reason it dropped before is because they removed the surge as "statistical noise". Its probably been sitting there, rising slightly the entire time.
PPD is one of the most respected pollsters in the business. They did internal polling for the 2012 Obama campaign.
USC is based on 2012 RV demographics, PPD is likely voters using their own model to predict demographics, so between the two it gives us a really good idea of what's happening.

It's exceptionally rare to win the electoral vote but lose the popular vote. In 2000 Gore only won by .5%. If Trump is up by 5 in the popular vote he's winning the electoral college, no question.
