It's more complicated than that
there were white guys sent by the state to "fix things" but instead of giving the state bad news (which would have gotten them fired" they allowed the black city councils "solution" (use poison water) to go through instead of filing a health warning.
Basically the state wanted to hear there was a cheap solution, and instead of standing up and taking a risk they tried the path of least possible resistance that is not taking a stand and letting the retarded dindu plan get accepted because it was cheap.
But this whole problem comes from the idea that infrastructure spending is "wasteful" in the first place at no time in the past would it be acceptable to crimp on infrastructure outside the modern world where millions of dollars are given to immigrants and nothing is spent on shit we actually need like utilities, roads, etc.

I mean if you really want to say that because the appointed emergency manager is a Dem then it's a Dem scandal guess. But the emergency manager basically strips the local government of all their authority, and chooses the water source without ensuring it's reliable.
that's not to mention the emails that are deleted/ignored when there's clearly something wrong with the water, including the governors own.
