In the theatrical version of the original he was human. Ridley Scott edited things to make him a replicant. In the sequel it just doesn't matter, he could be either. Though him being a replicant does render his character arc completely moot.

Scott wanted to show how blurry the lines were between replicant and human, so he purposefully made it so the it's never outright explained whether Deckard is a human or not. Harrison Ford has in interviews said that Deckard is human because that's what Scott told him. It's not that far fetched that Scott only told him that because he wanted Ford to portrait something that thought it was human.

considering Deckard would've had to have been built BEFORE the Nexus 6's which Deckard came out of retirement to retire, it means Deckard should only have a 4 year life span. The very fact he's alive in BR2k49 disproves the entire Deckard is a replicant theory, unless he was a specially built replicant. Not that he has any reason to be.

If deckard were to be a replicant he would not "come back from retirement", his career and retirement would just be an implanted memory. The opening of Blade Runner would likely be his first day of life. 2049 implies that maybe deckard was an early nexus 7 model (with regular lifespans) just like rachael, or maybe he was human, but an explanation is provided
