Absolutely not, there might have been a time when they were fighting the cartels hard and some of them still are. But right now they have to much power so getting rid of them is a herculean task, like the mafia in Italy.
As for making it legal, well that's on America because that's where the cartels get most of their money. They did make weed legal but you still got a lot of republicans fighting against it and honestly I don't think that crack, heroin and cocaine should be legal because they are to strong.
