That bothered me a lot too. They are friends who have been studying, training, fighting and travelling for a year or so. When they need to split up, only two people hug each other. At least Ruby and Nora should have hugged.
The mistral elites seem like actual oppressive assholes. The elites at Atlas are just generic rich people.
They might have one scene together hopefully when they are in the mountains

Mantle practiced what they preached and at least had a logical if probably flawed reason for it.
Mistral meanwhile, only enforced the culture ban of their peasants, while the higher ups could do what they wanted, while exploiting their friendship with Mantle to get more resources for them.
