This is the problem with 'technological' heroes. At a certain point, everyone should be wearing it. It's like if someone invented a tank in 1932 and went around calling himself Tank Man and no one ever built another one.

Cap might be a super-soldier, but his role is that of a captain - of a leader.
His best use is in tactical command, not in brute force.
In WW2 scenes he was often shown using firearms in combat, but in civilian life his role is exclusively defensive, so the shield is all he needs.
Even when it's time to fight, nowadays it's the other Avengers who offer the greatest offensive power, Cap would just be in the way most times, and when his efforts would make a difference the shield throw can deliver a non-lethal blow from short distance that resolves things without too much bloodshed.
He's still a soldier, that never goes away, but like many soldiers he has chosen to avoid ever having to kill again.

Cap needs to modernize somehow

Eh, I'd go more with something like the Civil Warrior outfit.

He uses guns when it fits the mission profile or if his shield is not available, like when he strapped himself with guns in Fear Itself, or his stint as a SHIELD director, where he used that weird disc gun.

He's not Deathstroke, lethal use of force is not his first option.

Because Captain America is supposed to be more than just a man, he's a figurehead

He has a code, but unlike Batman, He'll kill people when necessary, he just wouldnt make it his first option, so by going in with his Shield only, He will always try to subdue/incapacitate or talk people down first

I think the solution is to add a hint of the supernatural to the tech.

Marvel needs a universe where all tech becomes mainstream. You could have Cap wearing IM armor, shooting web and shit.

I can buy heroes choosing to go without power armor due to how many times the bad guy pulls out an armor lock-up device and fucks up Iron Man. But you should see heroes use gadgets more often. There's no good reason why Reed doesn't kit out his family with little Kirby devices for emergencies.

Imagine Cap with a utility belt of Vibranium daggers, spider-man web fluid, and the Wizard's anti-grav discs with a chainmail suit reinforced by the Shocker's kinetic absorbing material.

There really is not good reason why heroes don't carry around utility belts. Everyone should have one. Even Tigra.

Because they're those heroes gimmicks. If you just sell out their gimmicks to everyone else it becomes less special which is why what you're saying is usually only for a special occasions like gags or Shit getting real moments. Also to be fair Spidey and Blackie tend to be really protective of their shit so they're not going to just hand it out to everyone.
