If the occupying force is large enough people don't want to just get shot, even if everyone else is getting shot around them.
People will resist oppression naturally, but people are fundamentally driven by survival.
If the option to live but even under shitty terms is presented alongside near certain death, option A will be preferable for the majority.

Read up the Great Purge. The people just accepted it and hoped it wouldn't hit them. Once the absolute power of the oppressor is established, they can do whatever they want without repercussions. The more cruel and arbitrary their actions, the less resistance. That's how it works in civilized countries anyway. Guerrilla warfare and partisan uprisings are a thing for third world countries weak governments.
