I presume Sugar appreciated the freedom she had on a board driven show like AT and wants to give that kind of freedom to her underlings. She lets them do whatever the fuck they want. Thing is, most of them don't have nearly her skill.

Because the storyboarders do whatever they want and they are what the animators follow. Any other answer is an excuse. Rebecca isn't Mike Judge who wanted everything to be on model and for the animation studio to follow a rigid guide, everyone is given free reign on SU and other shows made in the same way.
