Probably was originally, then editorial was like, "We got Silk, Spider-Gwen, and Spider-Woman. We really don't need a fourth." So they pitched this as a Prowler ongoing instead. Pity the Julie parts are what make this comic.

Prowler isn't someone who can carry a book right off the bat. And it's hard to take him seriously since he's a clone, despite if you want to buy into whether you believe these clones are different from the past ones. He's not Kaine or Ben or even Octo. He should've stayed kicking a little longer.
I did like this issue best, though.
