I'm thinking it makes perfect sense for Joi to become "human". The first Blade Runner shows a Replicant who becomes "alive" thru his unique memories. (Think Pinocchio)

Joi and K are completely unremarkable automatons. But while they were struggling against the world and trying to be real they were both truly alive. The handbook became a poem, the unremarkable was special.

When K sees the billboard Joi he saw her at her baseline, he realized the Joi he knew was truly dead, a singular existence snuffed out. He uses what's left of his life to save Deckard, echoing the finale of the original movie.

It's also entirely possible that replicant demand increases as the native human population decreases, generating labor shortages. So for Wallace, an effective, believable highly-demanded JOI is also beneficial to the bottom-line long-term. Which, from the movie, they apparently do care about.

Yet somehow there are still enough excess children to power an underground child labor industry. So I don't know if that was ever really considered. Clearly the metaphor and Mithraism are the focus of this movie.

The thing about Wallace is he partially built his company with the goal of improving and expanding humanity. Breeding isn't something that Wallace would frown upon, though he knows the market for artificial comfort as well, and being a salesman isn't going to miss out on that.
I'm sure he has entire lines of products for married couples, though he does want JOI sales to also be strong.
There may even be a kind of selective breeding angle he's working on; where he finds that those who would want a JOI waifu shouldn't be breeding anyway.

There is no evidence that she is any more conscious than a chat-bot. She can't even come up with a simple name for Joe without just repeating the one used by advertisements. She is meant to simulate a supportive girlfriend (when not being used as a masturbatory aid). Nothing she does or says discounts this.
