It's not so much they didn't care, but one of the principle writers from the early seasons had a rift with Hartman and left the show. Conflict is good for creativity, but it also means partnerships may not last.
The entire writing team changed at season 6, and stayed in flux until it was seemingly run y people who don't know or care for the previous seasons. Even Hartman himself hasn't written an episode since the middle of season 7.
