It's not cyber punk in any other way but it's aesthetics, which are taken mostly from the first film anyway (which did in fact inspire a lot of the visuals of that whole William Gibson style world).

The aesthetics are the style. A film true to the literary genre wouldn't capture the imagination. Much of the sci-fi of the 80s can hardly be called fiction today.
Creating life out of a machine, though; Androids and reproduction , Artificial Intelligence as in the JOI bots, the dude working a bunch of orphans like slaves, these themes are cyber-punk all over.

Grimes would've been perfect for the role, but there's an art to not making the actor look too trashy.
Vanessa Hudgens was in one, but I don't think she was turning tricks the movie. Corn Williams was going to be either a runaway or homeless but I'm not sure if that movie ever got made. I would pay good money to see it.
