Why wouldn't Roshi train him? His only requirements are that you have prior training and bring him a beautiful girl or porn mags.

working with Bulma he'd probably develop some pretty useful gadgets for fighting and disrupting DB villains, he's also accustomed to guiding/manipulating flying bricks into doing what he wants.
though Bulma could probably be a Tony Stark type front line fighter if her creative interests had gone that way.

The question of how Batman would function in the Dragon Ball universe comes down to one simple question, does Batman retain the level of martial arts mastery he has in his own title, or does it scale to the Dragon Ball level?

While there are a few, somewhat obscure characters in DC history that can do wacky shit via Kung Fu (Karate Kid of the LoS), mostly martial arts in DC is depicted as a glorified version of rl martial arts. The various series in the Dragon Ball legacy are well known for their use of things like energy blasts, flying, and even weird shit like splitting yourself into multiple, but weaker, versions of yourself, simply through martial arts training. Other races show talents beyond this, such as telepathy, teleportation, regeneration, and transformation, but in general these can be attributed to otherworldly physiology. But, baseline humans are perfectly able to gain badass superpowers just through proper training in DB. If Batman's status as one of the world's greatest human martial artists transfers over to the DB world, then it stands to reason that he'd be on Krillan's level of power, considering that Tenshinhan is technically a mutant or something.

If he does not scale and keeps his average power level, then I think we'd see him turn to engineering. The Hellbat armor can go toe-to-toe with Darkseid, and in DB there is certainly a precedent for mechanical or partially mechanical beings having well beyond average human power levels and otherwise generally being relevant and having access to energy blasts and stuff. So I could see Batman theoretically building himself a powerful, but depending on where you plop him down in the DB timeline might make him relevant or might just make him a background character.

In any case, it's a matter of does Batman take advantage of the in universe DB mechanisms to raise him to a level, or does he just stay as he is. If the latter, I still think he'd fit in well in the original Dragon Ball series.

If he had trained under someone to develop his ki, though, I could see him reaching above Tien/Krillin levels, but below Picollo.

In classic dragon ball? There are powerful martial artists all over the world, Roshi's not even the only one. But Batman wouldn't bother learning it, because most criminals he'd deal with on his own.

If he for some reason decided to train with Roshi, which is somewhat hard in itself, since Roshi doesn't want to teach most people. Goku got in mostly because of Gohan, and Krillan got in because Roshi trains in pairs and believes in rivalry.

But IF Batman got the training he'd probably only be on Roshi's level. He doesn't enjoy fighting, he doesn't seek strength for strength's sake, so when King Piccolo shows up he'd be screwed.

I'd also like to imagine batman hacking enemy scouters to send them in the wrong direction/spy on them. or impersonate frieza's voice.
after some talk with what he assumes are meta-humans and muties he'll be informed that powers can be learned as he's coerced into training under roshi or someone else and, following the DBZ universe rules, he'd increase in power exponentially and possibly develop flight/ki control.
