I do think Lapis will sing eventually--I can't think that Sugar would have cast a theater singer otherwise--but her place in the story just doesn't allow for singing at this point. Normally for a character to sing they need to be the focal point of the episode which usually means it's a main character, and that opportunity for a song was passed up during Same Old World... and right now she's in the meme barn.
