Hm, I was under the impression that fusion between like gems would be referenced as the group of gems they are. If the social raking was an issue, I fail to see why you couldn't put together teams of similarly ranked gems, trained in the art of fusion.

Gem society is more based on hierarchy and ritual than efficiency. I mean, why else do they have giant hand-shaped spaceships? That can't be aerodynamic.
So yeah, it would be advantageous to use the abilities of things like Amethyst-Jasper fusions, but the Diamonds don't allow it because keeping everybody in their proper place is more important to them.

The cluster experiments were started late in the war, when they gave up on using Earth as a colony. Garnet was early in the war, so they already knew about heterofusion long before they started messing around with shards.
And I'm not so sure HW has a taboo against it. They freaked out about Garnet because they'd never seen one before, but thousands of years later, Jasper only seemed annoyed that Garnet was composed of weak gems and didn't hesitate to fuse with Lapis, and Peridot only seemed bothered by the idea of permafusion. I don't think we've ever actually seen a HW gem object to heterofusion specifically for being heterofusion, not counting The Answer.
