I remember there was a huge outrage, people pointed out that she was dressing as a slut, and then DC gave her longer miniskirt and biker shorts.

Even the "fixed" version wasn't overly modest. It mostly just that they started drawing her costume like actual clothes which is of course more what you want over that shit Turner was doing.
But the OP version is mostly the fault of bad art. On model her Rebirth skirt is supposed to be the same length as pre-Flashpoint but they draw it too inconsistently and the high boots throw off perspective. Honestly overall they needed to put on someone kind of cutesy house style (Lupa was perfect but she can't keep to a monthly schedule apparently) or someone heavily stylized on the book.
