It's a mix of both really. I remember people getting banned left and right in FOP threads, most of the old drawfags packed up and left. The only ones that stayed were people who could just ban evade like the guy constantly bashing Tootie and the show.
TUFF Puppy also had a lot of scrutiny, mainly because of furshits attracted to Katswell. Danny Phantom went untouched even though it was mostly lewd content.
The only cartoon that begrudgingly got support here was Avatar, but Korra got bashed a lot due to high expectations. That was really before the era of generals when people just flooded the board with a million autistic threads whenever something interesting happened.
