You can tell they're not statues because the buildings are built around them instead of incorporating them well or in any semblance of logic. Only their heads and faces are sticking out to honor them or maybe it would just be bad luck to cover them.

Its really panels like this which exemplify the reason why KSBD is above a lot of webcomics out there, honest to god effort from the creator.

I think that the bodies were hollowed out long ago and used as the first housing on throne.
Then to expand, instead of tearing down the bodies, they decided to buil around it and figured they could just use the bodies as support beams to stack floors indesciminently.
