This problem does not appear in Sup Forums delivery guy's WEBRips (or even YayStar's iTunes WEBRips from S1 and S2a).
Both Misseps and Delivery Guy use the same source (Disney XD's app), and neither re-encode the H.264 stream. But Misseps tries to cut out the Disney XD intro from the start of the stream, which is known to introduce desync because ffmpeg can only cut at keyframes when not re-encoding. trac.ffmpeg.org/wiki/Seeking#Seekingwhiledoingacodeccopy
The badly-shifted subtitles is just laziness on Misseps' part.

No, I think it was there to give more characterisation to Marco and show that he's still insecure and considers himself to be boring next to Star, who's way cooler.
And he wasn't wrong - Star did completely dominate Jackie's attention.
But of course also as a bit of a red herring. At first it seems it's about Marco feeling down and still being insecure, but in the end it turns out it was just Star being hyper and not realising her feelings or position till the end

Honestly, the only flail I find to "Jackie is a mermaid" theory is the younger years she has been living in Marco's town. Guess she could have been turned into a human very early, or being born a human but living in the river early on where their parents (Who have never been shown) could have lived. It's just that Janna's character is "smug scoundrel and Star's human school friend who's not Marco" and Jackie's character is "Marco's dream girl who's athletic, friendly, cool, pretty, laid back and amazing". Neither of them have been given much character development outside of those roles at all, it's just that villains tend to always seem more interesting than heroes. Janna doesn't have "a lot" of character, but what little she has seems more interesting than being blandly perfect and beautiful.

Star, because the whole premise of the show is her needing to grow as a person and learn responsibility etc, and because she's been repeatedly shown to be a spoiled, selfish fuck-up who don't give a shit about duty or responsibility and is reckless with stuff and relationships.
Marco has been consistently suffering more throughout the show, and also hasn't fucked up as bad. So since it's all about Star, she's gonna go through the bigger hurdles.

She was his childhood friend, spent all her time visiting him and looking after him, wished her life away so he could get better.
Then he just gets snatched away by some bitch-ass hoe, while she falls into despair and becomes a mermaid.

Marco's still rather insecure, particularly with Jackie and given his last outing went so well he didn't want to screw up the next one that was suddenly thrust upon him by Star. Star's over eagerness to make sure Jackie felt included in her and Marco's activities lead to her overdoing things a bit and making Marco feel left out like the third wheel, though he does it to himself with how awkward he still is around Jackie.
Jackie picks up on his low mood and reassures him that they're all in this together and to chill out about things and try and enjoy himself, Star chimes in with an agreement. Marco finally calms down and then the episode progresses in the reverse with Star realising that she's now the third wheel in the concert as Marco's diverted his attention between her and Jackie now, with his more intimate attention going to Jackie.
It's a tough situation to be in for anyone, doubly so for someone as emotional as Star, particularly with the things on her mind recently.
