I think Sarah did had motherly love and feeling tword Laura from early on, but that didn't stop her form still keep letting other people to used and abused her . Through out Laura's time as an assassin and weapon that force to kill countless people, she did comfort her daughter after the missions and show to have concern and disgust what she's involved in and allowed her daughter to do, but still did nothing to stop it.
It wasn't until vary late that she finally decided to took action to end all this and took her daughter away with her to live a normal live, but sadly that also where her story ended.
The ironic and tragic things is that the two times when Sarah want and let her daughter to do something "better" and take action against her organization's order, it ironically still involve with she used and order her daughter to kill, which although with good intentions, is still selfish act and against what Laura is try not to be and do
