"Punching Down" is a concept in comedy, primarily about what not to do. Making cracks about people who's life is harder than the speaker or that of the "average person" is called "Punching down". IE: You are making a joke at the expense of someone below you.

In general, comedy works best when it attacks someone above the speaker's station/the average person. This is why jokes about celebrities are so common/easy to make.

This also applies in part to narrative structure, in that most heroes in film and television have something about them that makes them vulnerable in comparison to the 'average' person or audience of the story. Be it financial, emotional, physical, social, or having no sense of purpose, etc. While the villain typically is superior in one way or another in those respects.

That's what Punching Down means as a phrase.

Basically, the Freelancers are proclaiming in full blatant ham mode that they're just plain assholes.
